PCI Offender Release Paths

Pickaway Correctional Institution is part of the Ohio Department of Rehabilitation and Correction. It is not the county jail. A person can leave PCI for the community through sentence completion, judicial release ordered by the sentencing court, parole on an eligible sentence, post-release control, or a structured transitional-control placement. State records may also show another qualified released status. The exact wording matters. An ODRC result such as RELEASED - Judicial Release describes a court-authorized path, while RELEASED - Death plainly does not describe a living person entering the community.

A change from PCI to another ODRC institution is a transfer. State custody continues. The same is true when an offender detail shows incarceration at a different prison after PCI. Read the status, current institution, sentence, release or parole field, and supervision section together. An institution change alone proves movement, not discharge. When community release occurs, an ODRC detail, the sentencing court entry, and Central Records are the principal sources.

Confirm PCI Offender Release

Search the ODRC Offender Search by inmate number when possible. A number gives a cleaner match than a common name. If only a name is known, compare date of birth, admission date, offense, docket, and committing county. Open the detail page. Do not stop at a results row because the detailed status may include a qualifier, sentence fields, institution history, parole information, and supervision data.

Follow this check in order:

1. Enter the ODRC number or the available name fields.
2. Match at least two identifiers beyond the name.
3. Confirm that the record names Pickaway Correctional Institution for the custody episode being researched.
4. Read the entire status, not just the word “released.”
5. Compare the committing county and docket with the sentencing court entry.
6. Request the discharge record from ODRC Central Records when the public detail does not answer the question.

PCI Release Status Fields

ODRC details carry more than one date. The exact forward-looking label is Expected Release Date/Parole Eligibility Date. ODRC uses one label for a projected date or a date pending parole consideration, depending on the sentence. It is not a guaranteed exit day. Other fields can include admission date, institution, offense and code section, effective sentence date, jail-time credit, concurrent or consecutive treatment, aggregate or net sentence, committing county, docket, judge, parole review, and transitional-control information.

A released record can retain its earlier calculated field. Pair that field with the current status and the latest court or Parole Board action. A date may change after credit correction, earned credit, sentence recalculation, a new or vacated sentence, court action, parole action, disciplinary events, or other legal developments. If a supervision section appears, ODRC warns that an obligation can relate to a prior offense. Read the dates and the stated office rather than inferring a residence or live location.

Judicial release

Conditional release on an eligible sentence, subject to state supervision.

Post-release control

State supervision that follows specified modern felony prison terms.

Transitional control

A structured prerelease placement that can precede full community release.

Request PCI Release Records

Questions about an ODRC offender detail go to Central Records, not the Pickaway County Sheriff. Write to Ohio Department of Rehabilitation and Correction, Attn: Central Records, P.O. Box 430, Columbus, OH 43216. Provide the ODRC number, full name, date of birth, and the custody episode. Ask for the release or discharge record, date and type, public supervision status or office, releasable sentence calculation, jail-time credit, and offender photograph as needed.

Ohio Administrative Code Rule 5120-9-49 covers inspection and copies of specific ODRC public records, subject to exemptions. It provides for no-cost inspection during regular business hours or copies at actual cost within a reasonable period. Ask for existing records. Central Records is not required to write a custom explanation, and ODRC Victim Services is a separate notification program rather than a substitute for a public-record request.

If the disputed item stems from a court sentence, include the docket and identify the order or credit entry that appears inconsistent. A records custodian can review agency data, while a substantive change to a sentence must follow the controlling court process.

PCI State Prison Record

PCI is an adult ODRC institution at 11781 State Route 762 in Orient. Official state material says the prison opened in 1984. A recent fiscal request described a population of about 1,614, but that number is context for the institution, not a count of releases and not a Pickaway County jail statistic. Population changes over time and should not be used to infer who left custody.

The physical location answers where the person was held. It does not answer which county imposed the sentence. A person from Franklin, Butler, Pickaway, or another Ohio county may be placed at PCI. Conversely, someone sentenced in Pickaway Common Pleas may be housed at any ODRC prison. The offender number, committing county, and docket connect the person to the legal case.

Pickaway Prison Releases Differ

Pickaway County has two adjacent adult ODRC institutions with different missions. PCI is a general adult prison placement. Correctional Reception Center is an intake and classification site. A person who moves from CRC to PCI has not been released merely because the first institution changed. The reverse movement or a transfer from PCI to another prison also calls for the same caution. State custody follows the offender record, not the county map.

This distinction is especially important after a Pickaway County Jail felony sentence. The jail name may disappear and CRC may appear next. That sequence records a county-to-state transfer. Later placement at PCI or another prison is an intrastate transfer. Only the qualified ODRC status, discharge record, or court action establishes community release. Read each event as a custody change and identify the next custodian before describing it.

Note: PCI and CRC share the Orient area, but their names and functions are not interchangeable in a release search.

PCI Parole Release Checks

Some PCI sentences involve the Ohio Parole Board. The ODRC search accepts a month in YYYYMM format under “Next Parole Board Hearing Date,” and an individual record may list the next review month and the latest review type or result. A scheduled review is not a release. A grant can include a future date and conditions, while a denial or continuance leaves the person confined unless another authority changes the result.

For the full decision, consult the Board minutes and the offender detail. Possible public outcomes include granted or paroled, denied, continued for a later review, or deferred for more information. Use the record's own wording. A favorable result still should be checked against a projected release or supervision date and the later custody status. Parole eligibility means a chance for consideration under ORC § 2967.13, not a promise of release.

PCI Actual Release Proof

An expected date answers a planning question. Actual release requires a later event. Check for a qualified released status, an APA supervision start, a judicial-release order, a Parole Board minute, or a Central Records discharge entry. When sources conflict, note when each was checked and recheck the custodian. ODRC's public database has a statutory update framework, but a copied screenshot does not refresh with the live record.

Keep the scope narrow. ODRC proves state custody and state status. It does not prove the end of a county-only booking that never became an ODRC commitment. Likewise, leaving PCI does not rule out another custodian or supervision. The strongest conclusion names exactly what the source proves: no longer at PCI, transferred within ODRC, released under a stated qualification, or discharged from the recorded term.
